YL ve Doktora programlar\u0131n\u0131n vizyon ve misyonunun ayr\u0131 ayr\u0131 ele al\u0131nmas\u0131 ve hedef gruplar\u0131n\u0131n da program geli\u015ftirme &ouml;ncesinde net olarak tan\u0131mlanmas\u0131 gerekmektedir. Doktora adaylar\u0131 i&ccedil;in; L&Uuml; e\u011fitimini tamamlayanlardan, se&ccedil;tikleri disiplinde kuramsal, stratejik, politik analizleri yorumlayabilmelerini ve de\u011ferlendirebilmelerini sa\u011flayacak programlar\u0131n geli\u015ftirilmesi esast\u0131r.<br \/>\n\tBelirlenen vizyon &ccedil;er&ccedil;evesinde disiplinler aras\u0131 turizm bilimi e\u011fitiminin amac\u0131, turizm felsefesi ve teorik alanda ara\u015ft\u0131rmalar yapabilecek, e\u011fitecek ve turizm e\u011filimlerini belirleyecek, ulusal yeterlilikler (8. seviye) &ccedil;er&ccedil;evesinde beklenenler do\u011frultusunda programlar ortaya koyma misyonunu y&uuml;klenerek akademik kariyeri se&ccedil;enler ve turizm sekt&ouml;r&uuml;ne nitelikli ve belirli yeterliliklere sahip adaylar yeti\u015ftirecek e\u011fitim programlar\u0131 geli\u015ftirmektir.\n<\/p>\n<p>\n\tYL adaylar\u0131n\u0131n; belirlenen vizyon, misyon ve hedef kitle &ccedil;er&ccedil;evesinde her &uuml;niversitenin bulundu\u011fu b&ouml;lgenin kaynaklar\u0131na g&ouml;re ve kendi y&ouml;netim anlay\u0131\u015f\u0131na g&ouml;re kendi programlar\u0131n\u0131n ilgili i&ccedil;eriklerini tan\u0131mlamas\u0131, &uuml;niversiteleraras\u0131 etkile\u015fim a\u011f\u0131n\u0131n geli\u015fmesi ile YL ve Doktora d&uuml;zeyindeki temel derslerin iki d&ouml;nemle s\u0131n\u0131rland\u0131r\u0131lmas\u0131 ve birimler aras\u0131 e\u015fg&uuml;d&uuml;m sa\u011flanmas\u0131 gerekir. Bununla birlikte, turizm geli\u015fim e\u011filimleri paralelinde ve e\u011fitimde ulusal yeterlilikler &ccedil;er&ccedil;evesinde (7. seviye) beklenenler do\u011frultusunda ortak temel ders konular\u0131n\u0131n belirlenmesi, se&ccedil;imlik derslerin ise adaylar\u0131n kendi yetenek ve uzmanl\u0131k alanlar\u0131n\u0131 ilgilendiren disiplinlerden se&ccedil;ilmesi konusunda dan\u0131\u015fmanlar taraf\u0131ndan y&ouml;nlendirilmesi sonucunda aday\u0131n uzmanla\u015fmas\u0131n\u0131n sa\u011flanmas\u0131 &ouml;ng&ouml;r&uuml;lmektedir.<br \/>\n\t&Ouml;\u011frenci kabul&uuml;nde, enstit&uuml;lerin farkl\u0131 uygulamalar\u0131ndan kaynaklanan sorunlar, L&Uuml; programlar\u0131n denetimsizli\u011fi, tez dan\u0131\u015fman ve j&uuml;ri &uuml;yelerinin olu\u015fumu s&uuml;recinde ya\u015fanan sorunlar, program a&ccedil;\u0131lmas\u0131nda &ouml;l&ccedil;&uuml;tlerin uygulamas\u0131ndaki sorunlar, ba\u015fvuru ko\u015fullar\u0131n\u0131n L&Uuml; yapmak isteyen sekt&ouml;r &ccedil;al\u0131\u015fmalar\u0131n\u0131 k\u0131s\u0131tlamas\u0131; YL tez izleme komitelerinin olu\u015fturulamamas\u0131, bilimsel haz\u0131rl\u0131k program\u0131na &ouml;\u011frenci kabul&uuml;nde farkl\u0131l\u0131klar tespit edilmi\u015ftir.&nbsp;\n<\/p>\n<p>\n\t&Ccedil;&ouml;z&uuml;mler &ccedil;er&ccedil;evesinde ise; &ouml;\u011frenci kabul&uuml;ne ili\u015fkin olarak, Y&Ouml;K&rsquo;&uuml;n asgari &ouml;l&ccedil;&uuml;tlerinin yan\u0131 s\u0131ra t&uuml;m &uuml;niversite senatolar\u0131na b\u0131rakt\u0131\u011f\u0131 insiyatif konusunda ortak kriter belirlenmesi, L&Uuml; programlar\u0131n y&uuml;r&uuml;t&uuml;lmesi s&uuml;recinde yap\u0131lacak denetimlerde uyulacak esaslar\u0131n belirlenmesi gerekti\u011fi, tez dan\u0131\u015fman\u0131 ve j&uuml;ri &uuml;yelerinin olu\u015fturulmas\u0131nda bilimsel ve etik &ouml;l&ccedil;&uuml;tlerin belirlenmesi gerekti\u011fi ve gerekirse ikinci dan\u0131\u015fman atamas\u0131n\u0131n yap\u0131labilmesinin sa\u011flanmas\u0131, genellikle lisans program\u0131 bulunan &uuml;niversitelerde L&Uuml; program a&ccedil;\u0131lmas\u0131na izin ve onay verilmesi, sekt&ouml;rde en az be\u015f y\u0131l deneyimi olan lisans mezunlar\u0131na giri\u015f ko\u015fullar\u0131nda iyile\u015ftirme yap\u0131lmas\u0131, YL tez izleme komitelerinin olu\u015fturulmas\u0131 gerekti\u011fi belirtilmi\u015ftir.\n<\/p>\n<p>\n\tAyr\u0131ca, turizm e\u011fitimi ile ilgili sorunlar\u0131n ilgili akademisyenler taraf\u0131ndan etkin bir \u015fekilde &ccedil;&ouml;z&uuml;mlenmesi amac\u0131yla &uuml;niversiteleraras\u0131 kurul b&uuml;nyesinde &ldquo;Turizm E\u011fitim Konseyi&rdquo; nin kurulmas\u0131 yerinde olaca\u011f\u0131 vurgulanm\u0131\u015ft\u0131r.\n<\/p>\n<p>\n\t&Ouml;\u011fretim elemanlar\u0131n\u0131n nitelik ve nicelik sorunlar\u0131na &ccedil;&ouml;z&uuml;m &ouml;nerileri olarak, akademik ya\u015fama ba\u015flang\u0131&ccedil;ta yabanc\u0131 dil d&uuml;zeylerinin L&Uuml; e\u011fitim i&ccedil;in programlar\u0131n b&uuml;t&uuml;nl&uuml;\u011f&uuml;ne g&ouml;re yabanc\u0131 dilden en az 65 puan baraj\u0131 olmal\u0131d\u0131r. Ara\u015ft\u0131rma y&ouml;ntemleri, bilim felsefesi, etik konusunda yetersizli\u011fin giderilmesi i&ccedil;in bunlara y&ouml;nelik derslerin ortak zorunlu dersler alt\u0131nda se&ccedil;meli olarak her bir d&ouml;nemde en az birinin se&ccedil;ilmesi gerekir. Uzmanl\u0131k alanlar\u0131 i&ccedil;in kariyer planlamas\u0131n\u0131n yap\u0131larak istihdam\u0131n ger&ccedil;ekle\u015ftirilmesi ve uzmanl\u0131k alanlar\u0131na g&ouml;re ki\u015filere ders verilmesi; ders y&uuml;k&uuml; fazlal\u0131\u011f\u0131 i&ccedil;in &ouml;\u011fretim &uuml;yelerinin ders y&uuml;k&uuml; toplamda 15 kredi &uuml;zerinde ise o &uuml;niversitede Doktora program\u0131n\u0131n a&ccedil;\u0131lmamas\u0131 ve YL programlar\u0131n\u0131n ders y&uuml;k&uuml; en fazla 20 kredi olan akademisyenler ile y&uuml;r&uuml;t&uuml;lmesi &ouml;ng&ouml;r&uuml;lmelidir.&nbsp;\n<\/p>\n<p>\n\t\u0130kinci &ouml;\u011fretim programlar\u0131 a&ccedil;arken &ouml;\u011fretim &uuml;yesi say\u0131s\u0131n\u0131n ve ders y&uuml;klerinin dikkate al\u0131nmas\u0131; kadrola\u015fma sorunu i&ccedil;in bu konuda kriterler geli\u015ftirilmesi ve &ouml;nlem al\u0131nmas\u0131 ile &ouml;zellikle &uuml;niversitelerin kendi mezunlar\u0131n\u0131 istihdam etme e\u011filimlerini (tekd&uuml;ze bak\u0131\u015f\u0131 engellemek i&ccedil;in) azaltmas\u0131; akademisyenli\u011fin para kazan\u0131lan bir i\u015f olarak g&ouml;r&uuml;lmemesi i&ccedil;in akademisyen adaylar\u0131na mesle\u011fe ba\u015flamadan &ouml;nce akademik ya\u015fam\u0131n ger&ccedil;ekleri hakk\u0131nda bilgi verilmesi bir &ccedil;&ouml;z&uuml;m olarak de\u011ferlendirilmelidir. Akademisyenlerin bilgi &uuml;rettikleri turizm alan\u0131 hakk\u0131nda pratik bilgiye sahip olmas\u0131 i&ccedil;in sekt&ouml;rde en az iki y\u0131l &ccedil;al\u0131\u015fma zorunlulu\u011funun getirilmesi uygun olacakt\u0131r. Formasyon eksikli\u011fi, &ouml;l&ccedil;me ve de\u011ferlendirme bilmeme sorunu i&ccedil;in akademisyenlerin &ouml;l&ccedil;me ve de\u011ferlendirme ile ilgili en az bir seminer almalar\u0131; teknolojik geli\u015fmelere ve de\u011fi\u015fmelere uyum sa\u011flayabilmek i&ccedil;in anabilim dal\u0131 ve b&ouml;l&uuml;mlerin bu konuda daha ciddi rol almas\u0131, kontrol ve destek mekanizmalar\u0131n\u0131n &ccedil;al\u0131\u015ft\u0131r\u0131lmas\u0131 benimsenmelidir.&nbsp;\n<\/p>\n<p>\n\tAtama ve y&uuml;kselme kriterlerinin subjektif olmas\u0131ndan dolay\u0131 spesifik alan dersleri veren &ouml;\u011fretim &uuml;yelerinin y\u0131lda en az bir yay\u0131n, makale, bildiri veya projelerde yer almas\u0131 gerekti\u011fi; iki dan\u0131\u015fmanl\u0131k sisteminin y&uuml;r&uuml;t&uuml;lememesi nedeniyle iki dan\u0131\u015fmanl\u0131k sisteminin uzmanl\u0131k alan\u0131na g&ouml;re zorunlu i\u015fletilmesi ve bilimsel haz\u0131rl\u0131k dersleri kapsam\u0131nda epistemoloji gibi zorunlu verilmesi; hangi unvana sahip ki\u015filerin hangi dersleri verece\u011finin belirlenmesi sorunu i&ccedil;in temel derslerin deneyimli &ouml;\u011fretim elemanlar\u0131 taraf\u0131ndan yeni alanlar ile uygulama ve mesle\u011fe d&ouml;n&uuml;k ara\u015ft\u0131rma derslerinin daha gen&ccedil; akademisyenler taraf\u0131ndan verilmesi; fazla &ouml;\u011frenci odakl\u0131 olmaktan kaynaklanan s\u0131k\u0131nt\u0131lar i&ccedil;in e\u011fitimde hem &ouml;\u011frenci hem de evrensel akademik de\u011ferlere odakl\u0131 olunmas\u0131 &ouml;nerilmektedir.\n<\/p>\n<p>\n\tSekt&ouml;r-&uuml;niversite ili\u015fkilerinin geli\u015fmesinde L&Uuml; &ccedil;al\u0131\u015fmalar\u0131n sekt&ouml;r&uuml;n gereksinim ve beklentilerine kar\u015f\u0131l\u0131k verebilecek, d&uuml;nya turizm geli\u015fmesine paralel olarak haz\u0131rlanmas\u0131, konu alanlar\u0131n\u0131n belirlenmesinde i\u015fbirli\u011fi ve &ouml;\u011frencilerin mezuniyet sonras\u0131 belli bir s&uuml;re deneyim kazand\u0131ktan sonra L&Uuml; program\u0131na ba\u015flamalar\u0131 bir &ccedil;&ouml;z&uuml;m olarak &ouml;ng&ouml;r&uuml;lmektedir. &Ouml;\u011frencilerin alan &ccedil;al\u0131\u015fmalar\u0131nda ilgili meslek &ouml;rg&uuml;tleri kanal\u0131n\u0131n kullan\u0131lmas\u0131, &uuml;niversitelerin yapt\u0131klar\u0131 akademik &ccedil;al\u0131\u015fmalar\u0131 ve sonu&ccedil;lar\u0131n\u0131 sekt&ouml;r&uuml;n meslek &ouml;rg&uuml;tlerine duyurmas\u0131, L&Uuml; programlar\u0131nda deneyimli sekt&ouml;r temsilcilerinin seminerler yoluyla sekt&ouml;r ve sekt&ouml;r&uuml;n sorunlar\u0131 hakk\u0131nda &ouml;\u011frencilerin daha detayl\u0131 bilgilendirilmelerinin sa\u011flanmas\u0131 sonucuna var\u0131lm\u0131\u015ft\u0131r.\n<\/p>\n<p>\n\tTurizm alan\u0131ndaki L&Uuml; programlarda; turizm alan\u0131nda bilimsel ara\u015ft\u0131rma ve y&ouml;ntemin temelini olu\u015fturan bilim ve bilimsel d&uuml;\u015f&uuml;nme mant\u0131\u011f\u0131, tezlerin konusu ile dan\u0131\u015fmanlar\u0131n uzmanl\u0131k alanlar\u0131n\u0131n uyu\u015fmamas\u0131, tez konular\u0131n\u0131n sekt&ouml;rel beklentilerle olan uyumsuzlu\u011fu &ouml;nemli bir sorundur. Akademisyen ve &ouml;\u011frencilerdeki ara\u015ft\u0131rma k&uuml;lt&uuml;r&uuml; eksikli\u011fi, ara\u015ft\u0131rma ve yay\u0131nlarda ya\u015fanan etik ihlalleri, ticari ama&ccedil;l\u0131 s&ouml;zde bilimsel dergilerin say\u0131s\u0131ndaki art\u0131\u015f, ders kitaplar\u0131ndaki kuramsal yetersizli\u011fi, yaz\u0131m ve dilbilgisi hatalar\u0131n\u0131n giderek artmas\u0131, akademik ders kitaplar\u0131n\u0131n g&uuml;ncellenmemesi, tez dan\u0131\u015fman\u0131 atamalar\u0131nda anabilim dal\u0131 ba\u015fkanlar\u0131n\u0131n tahakk&uuml;m&uuml;, &ccedil;ok yazarl\u0131 kitap ve makalelerdeki yazarl\u0131k konular\u0131nda yanl\u0131\u015f uygulamalar. Son 15 y\u0131lda h\u0131zla art\u0131\u015f g&ouml;steren akademik dergi say\u0131s\u0131na ba\u011fl\u0131 olarak nitelikli edit&ouml;r say\u0131s\u0131n\u0131n artmamas\u0131n\u0131n getirdi\u011fi s\u0131k\u0131nt\u0131lar, hakemli dergilerde \u015fekil boyutunun &ouml;n planda tutulmas\u0131, haz\u0131rlanan tezlerin konusu ile dan\u0131\u015fmanlar\u0131n uzmanl\u0131k alanlar\u0131n\u0131n uyu\u015fmamas\u0131, enstit&uuml; y&ouml;neticilerinin L&Uuml; programlar\u0131n\u0131n &ouml;nemini &ouml;z&uuml;msemi\u015f akademisyenler aras\u0131ndan atanmamas\u0131 konular\u0131nda sorunlar\u0131 g&ouml;zlenmektedir. S&ouml;z konusu sorunlar\u0131n &ccedil;&ouml;z&uuml;me kavu\u015fturulmas\u0131 i&ccedil;in ivedilikle &ccedil;al\u0131\u015fmalar y&uuml;r&uuml;t&uuml;lmelidir.&nbsp;\n<\/p>\n<p>\n\tHer ne kadar turizm akademisyenleri aras\u0131nda yayg\u0131n bi&ccedil;imde ba\u011f\u0131ms\u0131z bir disiplin alg\u0131lamas\u0131 var ise de, turizmin disipliner konumu hakk\u0131nda bir me\u015fruiyet tart\u0131\u015fmas\u0131 s&ouml;z konusudur. Bu tart\u0131\u015fman\u0131n temelinde ise, akademik turizm bilgisi &uuml;retiminde &ccedil;ok say\u0131da disiplinin yer almas\u0131, di\u011fer bir deyi\u015fle &ccedil;ok disiplinli bilgi &uuml;retimi bulunmaktad\u0131r. Bu ba\u011flamda turizm, disiplinleraras\u0131 bir kimli\u011fe sahiptir. Turizmin k\u0131saca &ouml;zetlenen s&ouml;z konusu disipliner konumunun L&Uuml; &ouml;\u011fretime yans\u0131mas\u0131, arama konferans\u0131nda olu\u015fturulan hemen t&uuml;m komisyonlardaki konu ba\u015fl\u0131klar\u0131n\u0131 ilgilendirmekte, bu konu ba\u015fl\u0131\u011f\u0131 ba\u015fl\u0131 ba\u015f\u0131na bir arama konferans\u0131 konusu olabilecek durumdad\u0131r. Tez konusu ile ilgili disiplinden bir akademisyenin ikinci dan\u0131\u015fman olarak g&ouml;rev almas\u0131 (&ouml;rne\u011fin; arkeoloji alan\u0131nda yap\u0131lan bir &ccedil;al\u0131\u015fmada, dan\u0131\u015fman\u0131n biri turizm akademisyeni, di\u011feri ise arkeoloji akademisyeni olmas\u0131) ve benzer \u015fekilde farkl\u0131 disipliner kaynakl\u0131 ancak turizm konulu L&Uuml; &ccedil;al\u0131\u015fmalarda turizm akademisyenlerinin ikinci dan\u0131\u015fman olmas\u0131 benimsenmelidir. Doktora programlar\u0131n\u0131n ad\u0131n\u0131n, PhD unvan\u0131na uygun olarak turizm olgusuna herhangi bir disipliner cepheden de\u011fil, b&uuml;t&uuml;nc&uuml;l bakmay\u0131 sa\u011flayacak \u015fekilde ve bir ek almadan &ldquo;Turizm&rdquo; olmas\u0131 kabul g&ouml;ren bir yakla\u015f\u0131m olacakt\u0131r.
